As long as the pantyhose or tights have a cotton gusset (crotch panel), then wearing panties under them is really not needed. That said, you should always go with your comfort level. Some say you need to wear panties under pantyhose for hygiene reasons, but to me that seems like you will get less “air flow”, which couldn’t be good.

You can wear them either way. The idea of the control top is to make your tummy look flatter and more attractive. Personally I like to wear them without panties. Control top or not, there is a sensational comfort that pantyhose have to offer.
